		<description>Carbon offsets are 21st-century snake oil.  They offset *no* current pollution.  Not one pound of any pollutant is removed from the environment by their purchase. The offsets  merely subsidize the capital and operating costs of technology and and projects that might reduce future emissions but would never be economically viable without the subsidy of the offset.  Call these instruments what they are: pollution control subsidy futures.</description>
